OCEAN TOWNSHIP: At the Dec. 15 meeting, the Ocean Zoning Board approved applications requested by Congregation Torat El, located at Monmouth Road adjacent to Town Hall, for site plan and use and bulk variance approvals to use existing house of worship space to provide for a child care center which will also serve as a summer camp during summer off school months.
The child day care center would serve up to 50 children from newborn through age 6 years. The facility would be open Monday through Friday between the hours of 7 a.m.-6 p.m. At the end of the school months the center would be used for Summer Camp for children of the same ages, newborn to 6 years.
The applicant would also construct a 40' x 50' Sukkah at the rear (west side) of the building for use year round. Proper notice to neighboring owners and published news media publication was accomplished with n objections received.
Specific plan revisions to reflect Board suggestions will be subject to Board Engineer approval as will plans to relocate a storage shed., The applicant and the township will work together on submission to the county in support of the Township's appeal for the county to review and make agreed upon modifications to the signal cycle timing at Deal Road and Monmouth, a problem growing as population increases. It was clear that that issue was not aggravated by the applicant's proposed changes. This case may help highlight the issues to be addressed with county traffic experts.
While ordinance and engineering requirements will be exercised and significant benefit tests were accepted, all impact issues meet appropriate tests. The general welfare will be serviced, it has been decided. "There is no significant detriment."
During the hearings the applicant accepted Board Engineer suggestions. Much of the discussion carefully addressed matter of safety of the children, as well as the technical concerns. The Board voted unanimously to approve the application.
