Oceanport Trying To Limit Flights, Hours of Fort Monmouth Heliport

OCEANPORT: The borough council will soon adopt an ordinance that will limit the hours and number of flights of a proposed heliport use at Fort Monmouth.

The heliport would be operated by Kiely Realty Group, LLC which is currently negotiating with the Fort Monmouth Economic Revitalization Authority to become the owners of Russel Hall. Russel Hall is located on a 6.5-acre parcel in the fort's Main Post Area in Oceanport. Kiely is proposing a commercial use for Russel Hall.

The Russel Hall property also includes a heliport that Kiely intends to use it for commercial commuter flights.

The ordinance introduced by the Oceanport Council on Sept. 4 would amend the borough's zoning ordinance to allow a "special exception use" for the heliport in the R-1 District in which Russel Hall is located.

The ordinance, which is expected to be voted on at the Dec. 3 council meeting, would restrict the number of commuter flights to four round trips, and one round trip for building occupants. Therefore, a total of 10 flights would be allowed during a single day.

The ordinance would also restrict the hours of all flights to 7 a.m. to 7 p.m. The heliport would also be able to be used for emergency services at any time of day if an air ambulance or any other helicopter used for emergency purposes.

Kiely still has not reached a deal to acquire Russel Hall from FMERA and the exclusive negotiating period between the two parties was increased to 45 days at the Oct. 15 FMERA board meeting.
